Special Counsel David Weiss filed a love letter with the District Court of the Central District of California on February 14, Valentine’s Day. This love letter was an indictment for Alexandar Smirnov, a California resident and, until recently, a “highly credible” confidential human source (CHS) for the FBI.

If you are wondering who Alexandar Smirnov is, you may be surprised that you probably already know him. Especially if you are a news/politics addict like myself, because, in June 2023, FBI Director Christopher Wray fought the Oversight Committee tooth and nail to stop the release of a June 2020 FD-1020, claiming that it would put a long time and “highly credible” CHS at risk.

Brief Recap

On May 3, 2023, Grassley and Comer informed AG Garland and FBI Dir. Wray that they had received “highly credible unclassified whistleblower disclosures” that the DOJ and the FBI possessed an unclassified FD-1023 that describes the details of an alleged criminal scheme of

“Vice President Biden and a foreign national relating to the exchange of money for policy decisions. It has been alleged that the document includes a precise description of how the alleged criminal scheme was employed as well as its purpose.”

Sen. Grassley and Rep. Comer requested to review the FD-1023 and inquired what actions, if any, the FBI took or if it investigated the claims it contained.

A month-long battle ensued between Dir. Wray and the House Committee on Oversight and Accountability (HCOA) will produce the FD-1023. Ultimately, the HCOA subpoenaed Dir. Wray, but the FBI allowed the deadline to lapse multiple times before finally producing the FD-1023. The form became a focal point in the HCOA’s impeachment inquiry against Biden.

The form made the following claims:

  • Burisma allegedly paid “$5 million for one Biden and $5 million for the other Biden” as a type of retainer to deal with a number of issues, including the Shokin investigation.

  • It states that Hunter was placed on the board of Burisma specifically to gain access to Biden and to help with the issue of Shokin’s investigation. Biden bragged about having Special Prosecutor Shokin fired.

  • The FD-1023 reported a quote about “the big guy” from the Burisma executive three months before the quote was made public.
